近期的新聞報道經常提到的「貿易戰」,就是兩個國家互相向對方的進口商品徵收關稅。
這裏談談幾個與徵稅有關的名詞。首先有大家熟悉的tax;據說Benjamin Franklin(富蘭克林,美國開國元勳之一)有此名言:
一、Nothing can be certain except death and taxes.(沒有什麼是肯定的,除了死亡和繳稅。)
不同的稅都叫做tax,如所得稅是income tax,利得稅是profit tax,薪俸稅是salary tax,物業稅是property tax,汽車首次登記稅是motor vehicle first registration tax。
二、The government is levying a tax on vacant first-hand residential properties to combat the hoarding of flats.(政府向一手住宅樓宇徵收空置稅,以打擊囤樓。)
說到關稅,最常用的字是customs:
三、The company has to pay customs on all imported goods.(公司須為所有進口貨物繳納關稅。)
要注意customs這字解作關稅時,後面一定有s,但它是「不可數的」(uncountable),後面跟着的動詞要用單數。Customs的另一個解法是海關,going through customs是通過海關,a customs officer是關員,a customs declaration是報關聲明。
四、You have to open your suitcase for customs inspection.(你要打開行李箱給海關檢查。)
香港海關可叫Hong Kong Customs(全名是Hong Kong Customs and Excise Department,是跟從英國的叫法)。
五、Hong Kong Customs has seized a large quantity of heroin.(海關查獲了大量海洛英。)
Excise也是稅收,通常是指一個地方向境內貨物的徵稅;excise不可數,沒有複數式。
六、There has been a sharp increase in vehicle excise.(機動車消費稅劇增。)
關稅customs又可叫做customs duty或customs duties;duty的一個解法也是稅,尤指進口貨物繳納的關稅。旅客出境時可購買的免稅貨品,叫duty-free products;免稅店叫duty-free shops。Duty是可數的,可以加s成duties。有些其他稅收也叫duty,如stamp duty(印花稅)、betting duty(博彩稅)、estate duty(遺產稅)。
另一個表示關稅的字是tariff,是可數的,可以加s的;這個字在貿易戰新聞中經常出現。
七、The Trump administration plans to offer billions in aid to farmers hit by tariffs on their goods.(特朗普政府打算為受農產品關稅影響的農民提供數百億元資助。)
世界貿易組織(World Trade Organization, WTO)的前身是關稅暨貿易總協定(General Agreement on Tariffs and Trade, GATT)。
最後談談levy:這個字的含義最籠統、最廣泛;所有徵費,包括以上提及的各項稅收,都可叫做levy。以下兩例子中,levy和levies用來代替同義的tax和tariffs,以避免文字重複:
八、The House voted to repeal an excise tax on medical devices, showing bipartisan support for eliminating the levy.(國會通過廢除醫療器材稅,顯示兩黨一致支持取消該稅項。)
九、American manufacturers supported import tariffs on appliances produced overseas but much of the benefit was countered by the effect of levies on steel imports.(美國的製造商支持對進口的海外製造用品徵收關稅,但他們從中得到的利益,大部分被進口鋼材的徵稅抵消了。)
